Economic Planning
SCED works with community action groups and jurisdictions within the district to plan implementation of strategies and individual projects. This is the localized implementation planning step after the CEDS.
This planning often leads to funding and implementation of specific projects or programs.
Regional Economic Development Strategy
The first Economic Development Strategy for the four-county region was completed in 1969 and has been maintained and updated by SCED. The Comprehensive Economic Development Strategy (CEDS) is updated every five to seven years and reviewed annually.
The CEDS is the product of stakeholder meetings and input from throughout the district pertaining to economic conditions and trends, development of strategies to address and mitigate undesirable economic conditions and trends and to develop strategies for continuation and/or promotion of existing preferred economic conditions and trends.
Several funding agencies rely on this economic planning document for purposes of prioritizing projects and program funding for local economic development projects within the district.
Modoc County Meat Processing Feasibility Study
Based on community input, Superior California Economic Development applied for and received a grant from the US Department of Agriculture to conduct a feasibility study on the establishment of a meat processing facility in Modoc County. The study assessed the potential market demand, operational requirements, infrastructure needs, and financial projections for the facility. The study found that there is a strong regional demand for a meat processing facility and that the general approaches discussed in the assessment are technically feasible. However, the study also highlighted the need for a private operator with expertise in meat processing operations and management, as well as access to the needed capital, to make the venture financially viable.
